Misdemeanors, Treason and Espionage, Inchoate crimes and Offense crimes. Offense is sometimes applied to minor crimes like littering, speeding, jaywalking, etc.
Flogging was a punishment that could be ordered for several crimes. In earlier days, it was rare to send someone to jail for an extended time, they usually received a punishment that was carried out quickly. Flogging was usually for a serious crime.

In Britain, punishments certainly do not fit the crimes, many of our laws are outdated, and many sentences are too lenient.
