The Philippines is a nation.
The same as they are in any other industrialised nation - railroads, aircraft, automobiles, boats and ships.
There was no change of government on the federal side during the civil war. The Confederacy, of course, created their own government, but congress and the executive branch went along as always in the north.
Governing
its the nation's capitol. it has the federal government.
without a government the countries would have problems with trade, religions, etc...
Telegraph, railways, steamboats, phonograph recordings, ...
Any improved system of transportation helps the economy of a nation and aids development. Railroads moved crops to market . They moved coal to places that burned it. Passenger service created the tourist business for places like Florida and Colorado. Railroads sped mail delivery and mail was very important to business before telephones. Railroads provided rapid shipping of heavy items to people who lived far from the river routes. Railroads were better able to move freight during winter and spring when dirt roads became impassible. The transcontinental railroad connected the West Coast with the rest of the country.
Congress intended (1) to return the nation's railroads to financial health, (2) to replace government regulation wherever possible with the powers of competition, and (3) to continue to provide captive shippers with protection from "unreasonable" rates.
