The only motors that fit are 2001 or 2002 crown vic p71, p72, p73 or p74. These motors require no modifications. If you use 2003 motor you will run into problems with the wiring harness, and an oil pan size difference.
If it is leaking, then best to replace it.
There is not really much to troubleshoot. Either it works or it does not. If the bendix slips and does not engage then you have to replace the starter. The 3rd bolt is very difficult to reach.
Check/ replace the blower resistor. Located in the duct work under the hood. Follow the wires from the blower motor to a plug on the duct work. This is the resistor

Long answer, yes with an "if;" short answer, no with a "but." It would require more modification than you'd want to do. The Earth is littered with these cars--hold out for an engine mated to the type of transmission you've got, or replace the car if you're looking to switch trans types.
dont get a 1992 crown victoria. Set the car on fire and collect the insurance, then get a new car.
