You release it by taking off the fuel filter. Be sure the ignition key is off. About a half cup of fuel will spill.... more if you encounter a siphoning effect.

I've never had to change mine, but it's an in-line filter located near the gas tank.

My son has a 97 sunfire with a 2.2 and the filter is on the backside of the motor closest to the firewall. It's a pain to get off and on. I would buy a end cap filter wrench. It makes life a lot easier to replace. It's very tight to get your arm in there so prepair to loose some skin!
