Click on Tool with left mouse button and hold down, it will show you hidden tools for that particular set of tools.

You can't, Photoshop is not a vector based program. You can however take the image into Illustrator (or Corel) and "trace" it. In Illustrator: Go to "Object" in your menu, and look for "live trace". There are lots of adjustments you can make to hopefully make the tracing look like you want, but you may need to redraw the image in Illustrator, with Illustrator tools. Learning to use the pen tool (or bezier tool) is extremely helpfull.
