You can't, Photoshop is not a vector based program. You can however take the image into Illustrator (or Corel) and "trace" it. In Illustrator: Go to "Object" in your menu, and look for "live trace".
There are lots of adjustments you can make to hopefully make the tracing look like you want, but you may need to redraw the image in Illustrator, with Illustrator tools. Learning to use the pen tool (or bezier tool) is extremely helpfull.

Another way is to place vector based image from File > Place. Place command will always create Smart Object which is layer with some extra options. There are two fundamentally different types of graphics image - Vector images and Bitmap images. Vector images are made up of lines, polygons etc. Bitmap images are made up of pixels of color. The type of package used depends on the type of image you're trying to work with.
