Most likely, the fill valve is in the corner of the tank and has a float that goes up and down on a shaft. There are several types of these, but they all come apart in the same basic way. Shut the water off to the toilet. Either where it comes through the wall or the main shutoff for the house. Hold the shaft of the valve below the top and twist the top 1/6th of a turn counter clockwise. The top with the arm coming out of it. Lift the top off and there will be a quarter size black or red washer in the top of the stack with a small rod in the middle. Replace this washer. If there is a build of of loose sediment under the washer, turn the water on slightly while holding your hand or a cloth over the valve to flush out the sediment. Put a new washer in and the top back on. If this is too complicated, the whole fill valve is about $10 new.
It is if you are a dog and there is no tidy bowl cleaner in the tank.
Sure if the valve gets stuck open and the flapper get stuck closed.
I believe that you fill it with coolant, as the tank's name suggests.
If it is a small amount of water add a can of Heet to the tank and fill it with gasoline. If it has allot of water you will need to pump all fuel out of the tank, add a can of Heet and fill the tank.
Bad fuel fill.
You find out why it won't flush . If it has water in the tank, then the problem is the 'flapper'. Possibly the flapper is not coming up, these are cheap and easy to replace.
just fill the tank figure that out when you put the water in the tank. and how many containers what measurement. oh and 2. 3 inches dimensions please but still just fill it. just fill it does it have to be exact? seriously
Probably not the tank but the fill tube, or fuel lines coming from the fuel pump
get a plummer to look at the problem
If on a well, check filter coming into house. It will drop pressure if clogged really badly. Change filter, also small blue bladder tank may be bad. Tube inside tank busted. If tank is bad you will need to replace bladder tank. When this rubber tube inside tank burst it causes tank to fill completely fill with water and becomes water logged. The last thing it could be but unlikely is foot valve going bad in well.
It can be for many reasons. Usually it is because there is something coming off of the tank that will be gravity fed. They may also need to go and fill this tank and the fact that it is elevated makes it easier to transport.
