Top 10 would be:

China - China has the worlds largest standing army and has the manpower of 800 million people to out produce anything in a very short space of time and has the worlds most active missile force and has alot of advanced technology and has worlds largest foreign reserves at 3 trillion dollars and has the worlds 3rd largest air force, they are only country to have a missile to destroy a moving carrier.

USA - Has advanced technology but their economy is failing due to always bothering other countries and trying to get into their politics. America needs to mind their own business and stop invading other countries. America has the worlds 1st largest air force with good advanced technology but America still cannot win a war against a 3rd world country such as Afghan or Iraq.

Russia - Has very good technology but lacks the funds to produce it in large amounts, they have the worlds 2nd largest air force with a good size/quality of fighter jets and has worlds largest nuclear force

France - Great technology and air force and don't have that many enemy since they are in NATO and are friends with China and Russia.

Germany - They have a good air force and good technology and good tanks

UK (Britain) - Has a good navy and aircraft technology. The reason why they aren't they high on the list is because they have limited aircraft in their inventory but their technology is great and they have well trained troops

India - they have alright technology, not the greatest but it works.

South Korea - Good technology but mostly from USA so they lack in producing their own weapons so if war ever broke out they would have very limited weapons

North Korea - Has a huge army but poor equipment

Israel - Has the good jets (mostly from USA) and good missile defense but if war ever broke out their country wouldn't stand very long due to it's size and lack of support as alot of countries bordering it hates them
