Obviously if it will not start, there IS something wrong with it.
Why would you even ask that. Who cares about a Toro wind blower and the answer is 1

Depending on what model mower you have, there could be several problems. But, start by checking the fuse. Most mowers have a fuse that is located near the starter solenoid.
You may have installed the wrong size belt? One of your spindles may be bent. Double check to see that your spindles are not bent and that you have purchased the correct belt for your mower.
Easy take it into a car shop like Crossroads..
Generally speaking, if you have to ask, then you should let a professional mechanic do the repairs for you. Regardless, you did not specify the make and model of the riding lawn mower, nor did you even indicate what is wrong with it, as it may have nothing to do with the transmission, and, even then, nobody can diagnose problems or suggest solutions without seeing the vehicle, so it is virtually impossible to answer your question.
sounds like one of the safety switches is not operating correctly. there is one under the seat and one on the clutch/brake.
Sounds like it's not getting enough fuel. Has it been in storage for a while? Try draining the fuel tank and removing the carburetor bowl to get the bad gas out, Put it back together and put new gas in it and try it.
I dont know the biggest. but a big one is El Toro. hell that may even be the bigest. but im probibly wrong.
