Yes. But it's kinda risky facing an Infernape with a Torterra because Fire type moves are still very powerful against it.
I would begin my search with the local classifieds this weekend and see if any homes are available for you in your price range. The next resource I would go on to is Craigslist as they have uptodate listings for available homes with pictures included.

It will be an advantage of Empoleon and Torterra, Empoleon for Piplup and Torterra for Turtwig. Empoleon is Water-type and Steel-type, so Infernape's Fighting-type is effective to Empoleon's Steel-type. Torterra is Grass-type and Ground-type, well simply fire vs. grass, so Infernape win, well its Ground-type is an advantage, but don't mind about it. Plus, Chimchar is very cute and cool by the way.

Ice type right? I would suggest using a fighting type (Maybe Machoke) and also a grass type and electric type. Fighting is super effective on Ice types, and electric and grass can back it up (Grass also being effective on ground and water (Ice doesn't offer resistance against grass) while electric takes care of water.)
