Check that the fuse for directionals is not blown. If direction arrows and exterior lights illuminate but don't flash usually means that a front or rear bulb is out and needs replacement. You may have a bad ground at lamp sockets. The plug connection itself needs to be reseated at bottom of steering column. The turn signal flasher itself needs to be replaced. Try these tasks. Well if your turn signals still work its not a short. I just fixed a pinched wire on my 96 and now my turn signals dont work. But according to a buddy of mine on Clubintegra.com there is a chance the fuse for the hazards is blown.
