USPS employee who is a veteran preference disabled veteran has work hours reduced by supervision. Is this legal by the agency?

It is legal if you are not a regular (40hr) emlpoyee. PTF's are not guaranteed 40 hrs, they are only guarateed 2hrs if they are on the weekly schedule. I speak from experience, I am a 20% disabled veteran with twenty-four years seniority.
