Yes, the U.S. Army can deal with situations in the country for many reasons. The obvious is martial law can be implemented in extreme cases of natural disaster, crime, or possible disease. Another is humanitary needs of citizens during again a natural disaster. Martial law is a very dangerous thing and should be the last resort of tough options. We have many departments and their sole goal is to provide neccesities for citizens caught by natural disasters so again i believe military help should be used, but limited in instances of circumstances beyond one's control.
