It takes the same time. However, at a pressure of 2 bar (higher pressure), the water will not boil at 100oC. This is because boiling occurs at that temperature for which the saturated vapour pressure of the liquid is equal to external pressure. Since the external pressure has been increased, a higher temperature is required to make the vapour pressure of the liquid become equal to the external pressure. Hence, the boiling point increases.
A normal Clothes dryer will heat at the exhaust from 165 to 175 max. Normally it will run from 130 degrees to 165 degrees. A temperature switch inside near the heating element controls the heat. There is a max temperature at the switch of 250 degrees, that will shut off the heating element.
If the low jets are always running but the hater never heats it could also be the pressure switch is either bad or clogged. The pressure switch senses whether there is water flow and will only allow the heating element to operate when there is suffcient water flow through the heater. I had to replace the heating element in mine when it wouldn't got above 80 degrees F (or so).

Normally the temperature is about 10 degrees hotter than your themastat opening temp. If you dont have a themastat, and depending on driving conditions, it will be somewhere between 180 and 230 degrees, because water boiles at 232 under 14lbs pressure ( radiatior cap pressure). So it can't get much hotter that that without boiling over and over heating.
The heating element is just maintaining the set level and conditions are cooling it off quickly such as a draft. Check your heating wafer and replace or set the thermostat at a slightly higher temp.
