If you live in a second floor condo and you rent the condo, the leak that causes damage is the responsibility of the owner of the building. If you own the condo, the leak is the responsibility of the owner of the condo with the leak.
The leak may be coming from the neighboring condo's bathroom. Pipes run all over - they can leak and come up through the floor or through the walls or ANYTHING. Better get a professional. Should be the associations responsibility.
If it was determined that the condominium did not bear any blame, then you are the one who would be responsible.

Sounds like you have a water leak somewhere. It could be from a roof leak, or maybe an upstairs commode, or maybe a water pipe, in your wall, broke.
This could be caused by your exhaust fan not properly removing moisture from your bathroom. It is always a good idea to use some X-14 (a mildew remover) every coupke of weeks when you start to see mildew. It is cause by lack of air flow in your bathroom, or a leak from upstairs. Is there is an upstairs bathroom? If so you might have a small leak somewhere in the supply or drain lines in the upstairs bathroom. If not a leak then possibly condensation is forming on a shower or tub above this bathroom.
Let your condo insurance company duke it out with the master policy insurance co.

There are some people who dump oil any place they can. This is obviously very stupid as it's ruining our environment as you point out.
You should let a professional do that, incase there is more damage that you can not see that the water has done.
