One dollar passes through the system so that they can verify that the account details are correct and the account is active. After a few days the account details are fully authorised and the dollar should return to your account.
I would think not as the card is usually linked to a certain account once entered into the system. iTunes can verify.

I suggest you reinstall ur iTunes, and then reset ur iTunes account password to see if you can log into itunes. If it still doesn't work. You can create a new iTunes account. Hope it helps.
