You shouldn't use a shock collar because they can hurt them. You should put them in a time out when and take them back out when they calm down. You should Watch Victoria Stilwell's show she has allot of good treats. You probably can, but should is another question. Consult a dog trainer for some better advice.

Yes they can be very effective and pretty harmless. Some dogs who are neurotic can be affected negatively by them though .If you have a pretty mentally stabe dog then i recommend them .
