The 1998 Volvo S70 hood release is located on the left of steering wheel down under console. You will find a lever and will need to pull towards you. When you pull the hood up, the latch is located in the center.
The block of wood wedged underneath the hood after having pulled the initial release lever worked for me to release the stuck driver side latch. Giving it a "love tap" did not. However, I read somewhere, a couple of years ago about adding more rubber, or anything, to increase the size of the rubber bumper stops to the right and left of the metal hood catches. I did that to the passenger side several years ago. And a few minutes ago, I added some adhesive velcro strips. Now the hood releases properly.
I believe that the s70 hood is rounded in the front and the front fenders too, while the 850 has a boxier hood. Take a look at pictures online but I don't think they are compatible.
