you can replace with a cheap, but will forever report low tire pressure and set check engine. dangerous and stupid, you paid for the car, now pay for the repair.

yes the valve can be replaced, but the head has to come off to do it. as long as there is no damage to the head ,you just need to do a valve grind to reseat the new valves,and not replace the head with a new one

The PCV valve on a 1999 Astro should be located on top of the valve cover. It plugs in and can be easily replaced.
