WHAT is a dictator and how do they govern?

The oldest form of government is a form of dictatorship, called autocracy. It is any form of government in which all the power is held by one person. An absolute or totalitarian dictatorship is one in which the ideas of a single leader or group of leaders are glorified. The government seeks to control all aspects of social and economic life. Examples are Hitler in Germany, Mussolini in Italy, and Stalin in the Soviet Union.
