Initially it was a custom across Europe. The bell ringing acted its claimed to scare off the malevolent spirits as the night of all hallows eve was a pagan festival. However, King Henry VIII proclaimed that the practice would cease in Britain as he also thought that it was a way of celebrating a non-Christian event. When he died the practice restarted but Elizabeth I again sanctioned parishes for this claiming it was a way that Catholics would undermine and her faith. This fact of course was completely wrong. Now it is undertaken with a view of scaring off spirits. A further fact to this was that many Christian areas of Europe did rang the bells to summon the people to Church away from the pagan festival to pray for the souls of the dead.
