It is under the dash, either behind and above the glove box, or behind the radio area. It should have a yellow connector. It is NOT easy to get to.

The ECM is mounted on the center of the firewall behind the dash. It requires removal of most of the dash panel to replace. 'Ya think maybe they didn't want anybody to mess with it?
The Villager PCM is located far under the dash, near the firewall. It requires a fair amount of disassembly to reach it, so I'd suggest actually making sure there is something wrong with it before attempting it.
The ECM in a 1999 Mercury Sable is located on the inside of the vehicle on the passenger side. It is located under the kick plate.
Behind the glovebox
How much time do you have? The ECM is located behind the dash, above the heater ducts, in the center, on the firewall. Do 'ya think maybe they didn't want to find it? PS. Go buy a repair manual to help you remove panels and components in the proper order. If you don't, you will never get it back together.
1999-2003 Quest and Villager's ECM is located behind the glove box. You can see the ECM with glove box opened all the way. To access the ECM, remove the bottom right half of the dash. Few screw holds them in place so it is quick and easy.
