DS games are region free, any game should work on any console.
NTSC format is the screen display format used in the US, differing from the PAL and SECAM formats in the number of lines and the number of frames per second. This is important for, say, video casettes, one recorded in the USA would not work on a European PAL video player, it would be showing the frames slightly slower causing major playback issues.
However all DS consoles are technically NTSC format so it doesn't really matter. In DS game terms, PAL simply refers to the 'PAL region', ie, Europe.
