yes. my little brothers 96 RM80 does wheelies. I can get 4th gear wheelies on that little bike no problem. If you get a minibke rated turbocharger .
Could be a worn piston/rings/cylinder. Carburettor dirty or in need of adjustment. Broken reed petals. Dirty or choked air filter. Blocked exhaust/muffler. This model does not have an exhaust/powervalve. The RM80's of this era never had much torque and develop most power/torque in the upper rpm range.
