Yes, he was in the Continental Congress.

Well, really he was in the Second Continental Congress. That's where we get the Declaration of Independence, he was also a part of the Federal Convention of 1787 in Philadelphia which drafted the U.S. Constitution. But if you meant was he ever in "modern branches" i.e. House of Representatives or Senate, the answer is no.

No. In 1776, while serving as the Speaker of the Pennsylvania General Assembly, he was chosen by the Pennsylvania Assembly as their delegate to the 2nd Continental Congress. In June of the same year was voted to the Committee of Five to draft the Declaration of Independence.
