Cleopatra's family was actually Greek and she was the first of her family to speak Egyptian even though they had ruled Egypt for nearly 300 years. She was a descendant of one of Alexander the great's Brothers who became the first non-Egyptian Pharaoh after Alexandr's Empire was divided up after his untimely death.
Technically, she was of Macedonian Greek origin, so she was not Egyptian 'by blood'. However, in attempt to legitimize their rule, the Ptolemaic Dynasty, of which Cleopatra was the last, took up Egyptian religion, customs, and culture. So by the time Cleopatra came around, they were very much culturally Egyptian.

Cleopatra VII was queen of Egypt (the last of the pharaohs) but her ancestry was Macedonian Greek, of the lineage of Ptolemy I, a general of Alexander the Great, who became king of Egypt following the death of Alexander after his conquest of it. However in her own time she was worshiped as a goddess because it was the custom of the eastern peoples to consider their rulers divine. Cleopatra herself believed this as she liked to dress up in public as the goddess Isis and called herself the "New Isis".
