Yes, not only did he fight for workers' rights and the poorer part of Americans, he distributed wealth to the homeless and those in poverty, led America through WWII, and contributed to the defeat of Nazi Germany and with China utterly dominated Imperial Japan after Pearl Harbor. When he was in office the economy thrived and almost the entire nation adored him. He pulled the nation out of the Great Depression.

I think FDR had a genuine interest in talking to people and finding out what they thought and what they needed. He made major decisions quickly and never showed that he had any doubts about whether he was doing the right thing. Perhaps he was lucky in the timing of his New Deal approach to government, but the people as a whole liked what he proposed and rewarded him for pushing his ideas farther. He was a gifted speaker with an excellent voice for radio and could convince people that he cared for them. He was skilled at sensing what people wanted and promising to give it to them.
He was certainly an effective leader. He knew how to get elected, influence Congress and stay in power. If being a "good" leader means he led in the right direction, the answer is less uncertain.
