Henry IV had to put down several revolts during his reign which cost a lot of money. He had to rely on grants from Parliament to finance those costs, and Parliament repeatedly accused him of mismanaging those funds. As a result, Parliament gradually acquired certain powers over royal expenditures and appointments, so the accusations may have been at least partly 'political' and self-serving. There is no real hard evidence that Henry IV was 'bad' with money.
