No. That was a joke based on his name beginning with the letters "MAD."

But he and many US citizens were "mad" at Britain, sparking the War of 1812, and the president was definitely "mad" that the White House was burned during the war, the US Military having been in a poor state of readiness. His successor, James Monroe, benefited from Madison's tenure and the post-war "Era of Good Feelings."
