They weren't. They occupied the country in 1940, left it in '45 when they surrendered after losing WW2. Haven't been back since. They did leave behind some Japanese Type 95 Light tanks though, that some forces, North or South used in some fighting.

Germany no, but some WWII German veterans may have been in the French Foreign Legion when they fought in the 1st Indochina War 1946-1954 (also known as the French Indochina War). Some of the Legion's bloodiest battles were fought in Vietnam (Indochina).

No. Vietnam is far to the southwest of Japan, which is on the same latitude as the two Koreas. The Japanese did control Vietnam with a puppet government when it was French Indochina, during World War II.
