Yes, he vacillated but later repented and did what God told him to do, to prophecy unto Nineveh their coming judgment and destruction if they didn't repent. His immaturity caused him to have a little pout fest when the people repented, and so God didn't execute therefore the judgment upon the city, but that was a immaturity issue with him. No, he wasn't perfect, who is, we all sin, but he did the job that God called him to do.

He tried to avoid conveying God's prophecy to Nineveh because he suspected that most of the Ten Tribes were likely to ignore the example of the Ninevites and this would hasten the destruction of the land of the ten Tribes. He left the shores of Israel in a ship, since Israel is the land most conducive to prophecy.
