Stalin hated Jews not for being Jewish (although Jews did go against his beliefs in another way; Stalin strongly encouraged Atheism, and was against any religion. But this religious group was not singled out for their religious beliefs more than the others). Stalin hated people that did not abide by his orders or oppossed him publicly.

The Jews had higher opposition and much lower support levels for Stalin. So Stalin, in response, attacked Jewish villages and cities to counter it.

He decided it would be more efficient to attack the Jews as a whole essentially, instead of sorting through each member and picking the ones out that would normally be prosecuted.
