Was NASA's spaceflight control moved to Houston because the Houston location serves that function better than Cape Canaveral?

The reason was not immediately clear, although Houston's choice as a location may have been logistically sound or it may have been political expediency.
Unfortunately, although we hope and expect logical reasons for scientific endeavors, much of science takes place under the influence of a political atmosphere. Funding is often provided on the basis of a specific anticipated result, or provided to keep certain researchers employed. When the projects are large enough, funding can even be provided to keep a specific area employed and economically vibrant.
Cape Canaveral had been used as a rocket launch site since Bumper 8 was launched there July 24, 1950. Until the opening of Johnson Space Center in 1963, Cape Canaveral was the location of flight/spaceflight control for all launches conducted there. However, the Senate Majority Leader, who would later become President, named Lyndon B. Johnson, introduced legislation to move the spaceflight control mission to Houston in 1958.
Lyndon B. Johnson was from Texas, and the center would bear Lyndon Johnson's name.
