Not particularly, at least no more than any other marriage for a heir(ess) apparent is "arranged". Elizabeth by all reports fell in love with Prince Philip of Greece and Denmark (as he was then) when she was 13.

Elizabeth's mother (also named Elizabeth) apparently didn't even care for Philip at first, and quite a few of her father's advisers were opposed to the match as well.
