Why did the ancient city-srates of Athens and Sparta develop different political systems?

Sparta had a limited democracy which suited their needs. Athens had a dominant aristocracy which they overthrew and established a dictator (tyrant) to keep the aristocrats under control. When the Athenians tired of the tyrant, they replaced him with a limited democracy, the aristocrats took power again to resist the Persian invasion, and the people then replaced them with a democracy again led by Ephialtes, whom the aristocrats assassinated. His deputy Pericles took over and experimented with a radical democracy. This resulted in their leader leading them astray, and their defeat in the Peloponnesian War. They reverted to a limited democracy similar to the Spartan one.
