If an independent is someone who does not belong to any party, the Roosevelt was an independent only when he was very young. He was elected to state office as a Republican when was 23, so he no doubt joined the party sometime before that.

After he did not get the Republican nomination in 1912, he started his own party, the Bull Moose Party, so he was rather a member of an independent party.
