Theodore Roosevelt ran on the ticket with incumbent President William McKinley in 1900 and was elected vice-president. What McKinley was shot and killed, Roosevelt became president. He was put on the ticket because the incumbent vice-president had died in office and Roosevelt had attracted favorable attention as a war hero and had just been elected governor of New York.

What political office Roosevelt hold prior to becoming Vice president to president Mckinely?

I am not sure which Roosevelt you are asking about-- we had two of them who became president. Theodore Roosevelt, a Republican, served in the New York State Assembly, was Assistant Secretary of the Navy, and Governor of New York before he became Vice President and then President (he assumed the office in 1901). As for Franklin D. Roosevelt, a Democrat, he served in the New York State Senate, was also Assistant Secretary of the Navy, and was also the Governor of New York before he was elected president (he assumed the office in 1933).
