Neither of those US Presidents (Warren G. Harding or his successor Calvin Coolidge) refused their salaries. As Harding's Vice President, Coolidge received a salary of $12,000 and could not afford to buy a house in Washington DC.

George Washington tried to decline his salary as President but was convinced not to set a precedent that would affect less-wealthy Presidents. Herbert Hoover and John F. Kennedy donated their salaries to charity.

However...

Calvin Coolidge's very first public office, as a councilman for Northhampton, MA, paid no salary. His later elected offices were paying, but at least one kept him out of private practice, drastically curtailing his income.
