The dioxin that reached the South China Sea was ingested into the shipboard distilling plants that converted salt water to drinking water. Thus the sailors ingested agent orange at a more concentrated strength than those who were sprayed on line. The IOM estimated an enrichment factor of 10 for dioxin that was subject to this process.
