Philadelphia was the capital if the US for most of the Revolutionary War. At certain times Congress was forced to flee from Philadelphia and meet elsewhere, as in September 1777, when the British captured Philadelphia and held it for the next nine months. Congress met during that time in York, Pennsylvania. Congress also met in Annapolis, Maryland during the war, and it was there that Washington spoke to Congress and resigned, in December 1783, after the war.
