When the Roman Empire collapsed, it had shrunk to the city now called Istanbul, then called Constantinople. The Roman Empire collapsed when the people stopped defending the borders. It stopped making immigrants learn the language and obey the laws. As long as they paid the taxes, it did not care what they did. Then one day Pippin of France announced he was not going to pay taxes to Constantinople any more. With that, not only did the western part of the empire stop paying taxes, but much of the eastern empire stopped paying taxes. When the Arabs conquered Egypt and North Africa, they ended the high taxes to Constantinople. No army existed to fight to regain it. The same story continued.

So when Rome got sloppy and refused to stay in charge, it fell. It was a little at a time. It was complete in 1453.
