That depends on what exactly you call a tractor. Many steam traction engines were made in Europe, principally in England and they evolved ,rather than being 'invented' . Steam tractors were also made in USA and they also depended on a number of specific inventions like governors, drive axles, transmissions etc. It's often very difficult to pin down an actual 'invention' in a complicated machine.
