It is unclear what is meant by "the Second Gulf War". Does it refer to the Persian Gulf War of 1990-1991 (with the First Gulf War being the Iran-Iraq War of 1980-1988) or does it refer to the Iraq War of 2003-2011 (with the First Gulf War being the Persian Gulf War of 1990-1991)?

To read about the causes of both of those wars, see the Related Links below. It is usually considered that the Persian Gulf War of 1990-1991 had an Iraqi casus belli or Kuwaiti slant-drilling and that the Iraq War had an American casus belli of weapons of mass destruction in violation of the treaty terms of the Persian Gulf War of 1990-1991. Both of these are not terribly salient arguments.
