Yes and no. Canberra was only formally established in 1913. Prior to 1901, the states were not federated and therefore there was no national capital. Between 1901 and 1913, the temporary seat of power was in Melbourne, but Melbourne was not Australia's capital city. The fact was, Melbourne was the only city with a building large enough to house all of Parliament. Canberra is the city listed as Australia's capital, past and present - not Melbourne.
