The US gov't has always conducted covert operations in Central/South America during the 20th century...starting with the so-called "Banana Wars" in the 1920s up thru allied causes's during WWI & WWII up thru the cold war in the late 40s and through the 50s, 60s, 70, 80s, and drug wars (law enforcement) 80s, 90s, and 21st century. The capture of General Norieaga in Panama was a product of such operations (Operation Just Cause in 1989). He is still in a US Federal Prison.
