According to The Bible, God was already here . As 'King of eternity' he has no beginning, he has ALWAYS been, so for a certainty, HE was here before the earth (Psalm 90:2/Psalm 93:2/1 Timothy 1:17)).
Plus, the scripture at Genesis 1:1 says: "In the beginning, God created the heavens and the earth". So, atleast in OUR universe, the heavens (outer space) were here to put the earth and planets and stars into.(Hebrews 1:10/Nehemiah 9:6)
What God was doing and what was in existence in other areas, the Bible does not touch on.
