In theory their is no upper limit on an earthquakes magnitude, so in future it is possible that a magnitude 9.9 earthquake could occur, however it would be the largest ever recorded by man.

Currently the record for largest magnitude earthquake goes to the magnitude 9.5 Valdivia earthquake that occurred in Chile in 1960.
