Troy was were the king and queen of rome lived.
By the time Rome came into existence Troy way only a memory. Troy was about a thousand years before Rome.
The movie was set in Rome.
You could say it was Romulus and Remus and their kin who founded Rome, or you could say it was refugees from Troy under Aeneas who founded Rome. But the reality of the matter is that Rome was more than likely founded by a group of Latin farmers and tradesmen who banded together for mutual protection.
There were no kings of Troy in 100 AD. Troy was destroyed in the Trojan war in the mid-13th century BC. In 100 AD its area was under the Romans. It previously had been under the kingdom of Pergamon and its last king bequeathed it to Rome in 133 BC. Under Augustus a new city was built at the site of Troy and it was called Ilium, another name for Troy which referred to Homer's Iliad. The new town was a trading centre of the Roman empire. It had no kings.
The legend does not have Aeneas founding Rome - that was Romulus and Remus. Supposedly after deserting Troy after its capture by the Archeans, Aeneas went via Carthage to central Italy and there in Latinum became the ancestor of Romulus and Remus, but did not found Rome.
According to legend, when Troy fell Aeneas rescued the penates of Troy and carried them to Italy, where eventually they became the penates of Rome.The penates were the gods of a city, in effect the city's soul. A city could only die when its penates had been captured or destroyed. So in taking the penates to Italy Aeneas had rescued the soul of Troy, and when they became the penates of Rome, Rome became Troy's reincarnation.
The Roman poet Virgil made this connection in his epic poem "The Aeneid." He linked the founding of Rome to the aftermath of the Trojan War by tracing the journey of the hero Aeneas from Troy to Italy, where he founded the city of Lavinium, a precursor to Rome.
