The state or town has an absolute right to take private property for public use. That right is called EMINENT DOMAIN. It is derived from an ancient concept that all land belongs to the king and the king can take it back. In most cases the property owner's protest or consent is immaterial. Taking by eminent domain is used routinely to widen and relocate roads. The taking may be in fee or may be only a taking of easement rights. The property owner should receive a fair compensation for the land so taken. You may protest the taking but it is unlikely that you would succeed in halting the highway project.

The easement runs through the front house of the owner can the owner move the easement to another location or what would be the legal solution?

First you would need to discuss the needs of the owner of the easement and determine it they are willing to relocate the easement. If they are not willing the matter would need to be resolved in a court proceeding. If the relocation of the easement would cause excessive inconvenience the court may not rule in your favor and the error may be costly. Did you know of the location of the easement before building? You need to consult an attorney.

Is a utility company allowed to run a support cable from a person's front lawn to the top of the pole for support if the owner of the property objects and there is no easments on the deed?

If you check your deed, you will probably learn that there is a utility easement that you didn't know about. In that case, yes.

A new owner bought the property if front of your land that includes the access road that you have been using for more than thirty years without problems now he put up a fence blocking the road?

You'll need to go to court and get a court order for him to take down the fence or whatever. There are a couple of different property law issues that could be addressed here - easement and nuisance. You need to find out if a permanent easement was attached to the property. You can find this out at the county clerk/deed of registrar's office. The other issue here, is that when someone comes to a property and a nearby or adjoining property has a "nuisance" to it, there is an law called "coming to the nuisance". This deals with a new property owner who raises heck about a neighbor or local issue. The property knew when purchasing the property that the "nuisance" existed and they purchased the property anyway.
