You put a little in at a time until it is at the full mark.
If it has an automatic transmission, then yes. If it has a manual transmission, then usually, no.

The cable runs from behind the instrument cluster, through the firewall, to the transmission. I have a manual transmission and it mounts on the driver's side of the transmission.
